Economic crime, from currency trading to black-market goods, has boomed. An estimated 40% of all economic activity takes place in the illegal market. Formerly on the main eastûwest smuggling route, Montenegro's drugs trade has been disrupted by sanctions. Fears are that Serbian militia will turn to mafia-type extortion operations.
